shimano v-brake problem
 
Please forgive this maintenance-newbies' ignorance, but I've got a problem w/my front shimano parallel-push v-brake: the brake arm doesn't seem to pivot right. When I adjust the arm tight, when I pull the brake lever, it pulls correctly, but doesn't "spring back". (only one side is doing this, the other side seems to be working fine). When I loosen it, it doesn't spring back either when the brake is released. Can anyone figure out what's going on with this? I have Zinn's manual, but I can't figure out what could be wrong....any ideas? Thanks,

There are screws at the side of the brake arm near the mounting bolt that either tension or loosen a spring so you can get them to engage and retract at the same rate. It sounds like the side that is not retracting is under tensioned or the other side is to tight.
