Brake Adjustment

For some reason it seems like my rear brake is 'sticking'. When I pull on the brake lever (dia-comp) the brake pads come to the rim and the bike stops. But when I let go of the lever the pads barley come off the rim and the lever doesn't 'spring' back into position. The lever also seems to have a bit of play to it.

Any suggestions???

Also! When the cable is off the brake it doesn't seem like the brake readily springs back open, it seems like it needs a bit of a nudge...

I had a sticky brake. When I took them apart I found corrosion around the pivots. They are 5 year old Shimano 105s (?). I don't know what the previous owner did to them, but once I cleaned them all up they worked great.
