Peugeot PSV

hey- i just bought a Peugeot PSV10, not sure of the year, not sure of much of anything matter of fact. I want to change out the handlebars for starters, but I'm coming up with varied information about clamp size when it comes to french bikes. I measure it 8cm around, so 25.4mm diameter, but this doesn't match up with what sheldon brown, etc says is the old french standard (23.5mm, 25mm).. so my question is, did peugeot switch over to 25.4 in the early eighties, or do i need a new tape measurer? Also trying to place this bike's year. Serial #'s 1996852, model's PSV10556. Pearl white with orange lettering, super vitus 980, 12 speed.
Thoughts? (thanks)

8cm is closer to 25.1mm diameter. So it's close to the 25.0mm french standard... And you can't just get a 25.4mm clamp stem either because the quill on French bike 22.0mm instead of our 22.2mm. Easiest way to deal with these incompatibilities is to get a new fork and headset too...

i'd use a good set of calipers before drawing conclusions. 8 cm/ 3.14 = 25.47 mm, not 25.1, so you should be able to at least find bars.

I got the bar and quill stem I wanted, slightly sanded the 22.2 stem down to 22, and fit it into my psvn's fork---works great
