When a frame is powdercoated...
 
I am looking at a Voodoo MTB frame on ebay. Seller says it was recently powdercoated at Arizona Powdercoat. I am wondering about the integrity of this finish. Should the old pain have been removed first? I am uncertain if it was.

Mods please delete, I started thread in frame builders. Should have put there to start with.

Yes, the old paint needs to be removed. The frame should have been blasted just enough to remove the paint and the surface cleaned before coating. If done right, the finish should be tougher than wet paint.
