Another wierd crank problem

So, I'm stripping off another set of cranks from another bike.

I got to remove the crank bolts (no problem this time), but they're nuts. Hmmm. I get them off, and there are of course some sort of threaded studs below them, AND my Park Tool crank puller is too small, and doesn't fit the threads. What's the story here? I thought cranks were pretty standard, but my last two days experience says otherwise......
