Will 8 speed bar con in friction work on 9 speed?

I am building up my cyclocross bike as cheap as possible. I am currently running an Ultegra 9-Speed bar con that changes a Campy 8-Speed cassette. The barcon broke however and needs to be replaced. 8-Speed is a bit cheaper. My back up pit wheels are Shimano 9-Speed and in my current set up it works just fine.

So my question is can I get the cheaper Ultegra 8-Speed bar ends and run them in friction mode to change the Shimano 9-Speed wheel? Thank you.
