Comparing Frame Trail

Over in the folding bikes forum, somebody posted a Forrester article on bike stability. It focused on the frame trail measurement of a Dahon folder. The article is old, and probably doesn't apply to current models, but the author made direct comparisons of the frame trail of the small wheeled Dahon folding bicycle to the frame trail of other bicycles, some with full sized wheels. I was wondering if that is a valid comparison.

Among bicyles with the same wheel size I think it is reasonable to compare trail measurments and use that to predict the relative stability of the bikes. If you compare the trail measurment of a folding bike with 20 inch wheels to the trail measurement of a regular bike with 700C wheels can you predict the relative stability of the bikes?
