Chris King Nut 2 headset & my road build

Ok, heres the deal. I have an older Waterford 1200 road frame that I am trying to buildup. It came with the Chris King 2Nut headset. 1 " or 25.4. I thought all Chris King headsets were threadless but can the 2Nut also be used with a quill stem? I measured the steerer tube last night and its only got about 1" inch of tube and threads above the frame, absolutely no room for a Thomson stem? Looks very similar to my Trek which has a quill stem. If instead for the threadless I have to go with a quill stem, would a Nitto Technomic stem with a 25.4 mm clamp size fir the Ritchey WCS road bars that list a 25.8 mm clamp size? I already have the bars and hate to return them and I'd rather find a quill stem that'l fit the bars that I have.

The 2Nut conversion kit looks like the nuts used on my frame could it be that the previous owner converted the frame from threadless to the use of a quilled stem?

I think the two nut headset is for a threaded fork/ quill stem. To go threadless i believe you would need a new fork... or if you have that, a new head set or order a ck conversion kit
