Park Tools website has a list of both national retailers(ie. mail order and web merchants) and local bike shops that sell their goods.
Nashbar has the tension meter you want. So do other retailers.

I have both the park and the wheelsmith, I like the park for quick tune ups but i generally use the wheelsmith to build a wheel, I like the feel of it better and I think it's easier to deal with, it may just be because it's the one i've always used and I just need to get used to the feel of the park., I wheelsmith cost just about 100.00 dollars, twice as much as the park.
