Bar end shifters and brake setup

I am in the process of a frame build for my wife. I am wanting to use a bullhorn type bar with bar end shifters. I would also like to run brake levers on the end also. Is there any brake levers that allow you to place bar end shifters in them?

Maybe i don't understand, but most brake levers clamp _around_ the bar, while bar end shifters clamp _inside_ the bar, so i don't see how the two would conflict.

Unless you are talking about those odd triathalon levers that mount inside the ends of the bars...

I'm pretty sure the OP IS talking about TT levers, which work the best with bullhorns. These DO plug into the end of the bars, right where you'd want to put your barcons. However, you should be able to use a normal aero brake lever with a clamp. At least, I've seen it done on fixed gear / single speed bikes with bullhorns.

Alternatively, I've seen people bandying around the Kelly take-off, which would put downtube shifters on the bars. I think they're out of production and stock is limited:
