can rust spots come off?

my cousin bought a Wheeler mountain bike a few years back. he used to take so much care of it but has recently lost interest. he said he'd give me the bike for free :) I haven't seen it yet. he said he left it out in his balcony last winter...what a genius!!! but says it still looks ok. however, he noticed that some parts of the frame are spotted with rust. is this fixable? i know i could take it in for a full tune-up but i'm just worried about how well i could get rid of the rust spotting.

I think it would depend how bad the rust is where it is etc.. minor lil'spots are not that big a deal. I had some on a old road bike, I got them off with a scrub brush.

it really depends how far you want to take it...

You can remove the rust and paint it yourself...

Or you can have it professional done.

is it expensive to get it done professionally?

how bad could the parts and frame be damaged by the harsh wheather conditions?

If you have a Dremel, use the wire brush attachment and remove all the rust. If not sand or steel wool the spot clean carefully.

Then go to a car store and buy a tube of touch up paint that comes close to your bike (a paint chip always help). I always buy a tube of clear coat too.

Dab some paint on and let dry. Add another coat and let dry. Put on a coat of clear coat.

This works great for small rust areas.

I have also heard of people using nail polish but I haven't tried it.
