stuck quill stem?
 

So, I went to adjust the quill stem on my bike, (lift it up a bit)

I grabbed an allen key, and undid the bolt 2 turns, took a light hammer, and tappped it a few times (the key, while still in the bolt) to loosen the assembly as per directions I found on teh intarwebs somewhere. After this, the stem would freely rotate back and forth, but getting it to come up at all was a serious workout, and even after 1/2 hour of screwing with it, I didn't get any noticable difference.

What did I screw up?
