Surly Constrictor Question

Yep, I am a newb and lost.

I have a new Surly LHT and a Surly Constrictor seat collar. The collar has two 'levels' to it. I am assuming that I slide the collar over the seat tube until it hits the 'lip' of the collar. I then slide the seat post in through the collar and tighten the collar. This will bend the seat tube in around the seat post and hold it strong right? I just don't want to bend the post or scrape the paint and find that I am wrong.
