3 speed S/A hub in a 20" wheel

Can anyone let me know if the cones in my NOS 3 speed S/A hub needs tightening, as there is a fair bit of play in the wheel/hub, and no, it's not buckled. What is the best way to do this? I could work it out, but hey, that's what you guys are for.

You can only tighten the cones from one side, but I can't remember which. Check Sheldon's site. I DO know that it is the nature of SA hubs to have a little play when correctly adjusted. That is, you will always have some side-to-side at the rim.
