Front derailleur barrel adjuster not working

I have Ultegra shifters and FD and the barrel adjuster doesn't seem to be working at all. Can someone give me a hint as to why or tell me how to adjust it correctly.

If the barrel adjuster doesn't do anything (assuming it's functioning and not stripped), the cable may need to be tightened.

Doesn't seem to be working as in there is too much cable slack, the barrel doesn't seem to be affecting cable slack, the barrel won't spin. You've got to give us more than doesn't seem to be working.

Generally you need to adjust a barrel adjuster in the full-slack (smallest chain ring) position. Also, sometimes they need to be taken apart and crimped just a little to get them to grab. Sometimes they get a bit polished and just spin without engaging.
