when i pull the front brake and wiggle the bike back and forth my forks and handle bars move (have play in them) does this mean the bearings have gone?

sounds as though the bearings need adjusting

If, when turning the bars, there's a grinding/notchy feeling that's usually the sign that the bearings are shot. This could also be a headset that's been tightened too much though.

Adjusting your headset is relatively easy. Follow these instructions:

https://www.parktool.com/repair/byreg...mageField2.y=9

Make sure to follow the directions in the correct order. One of the biggest newby mistakes with headset adjustment on a threadless system is to loosen/tighten the stem in the wrong order vis-a-vis the top cap.

Might be worn.. The best thing to do is take it apart, inspect and clean - regrease and tighten.. Any more issues then either you have done it incorrectly, or you may need new bearings - cups/races.
