crown race spins?

Hey folks,
Ive got an 82' Schwinn Voyageur S/P that ive been slowly getting back into ridable condition. I just pulled the fork off, to re-pack the headset (does not look like it has been touched in 20+ years. Im pretty sure that it is the original headset. now, when the crown race is fully seated on the fork crown, I can rotate it with my hand. I tried installing a different crown race from another 1" headset, (just to see if it would work) but it was way too large. Is there any way I can seat this original crown race, and make it fit? I really dont want to trash this fork, as it matches the bike nicely.

Since you are probably never going to have to replace that race I would simply JB Weld it in place and enjoy riding it. If you ever do need to replace it a couple of good smacks with a crown race fork should jar it loose.

Just let it alone. Been that way for some 20 odd years without issue and hasn't hurt anything. Why mess with it?

You could also try knurling the steerer tube. Take a cold chisel and make 4 small even spaced cuts all the way around the steer tube where the race mounts.
