Surly "New" hub bearing question

I have a Surly SS hub that looks like it needs new bearings. I took it apart and found some water/light rust inside, cleaned it up, greased it and put it back together, but I can't get the play out of it without getting a crunchy feel when it rotates. I'm guessing the sealed bearings are shot and I found that replacements are $6 each, but what do I need to replace them? I saw a bearing removal tool for the Enduros, but not a installation tool. Don't they have to be "pressed" in? Can I do this myself?

You can press in cartridge bearings using a socket large enough to press on the outer race only. Do not apply force to the inner race. You can drive them in using a mallet on the socket but be sure to keep them aligned well. I have also seen a large bench vise used as a press.

I had the same problem with my steamroller in the rear hub. You can use the axle and the bearing cup to install the sealed bearings. It forms a great seal and if you don't you too much force won't hurt the integrity of the bearings.
