Fork short?

So I had an altercation with my 2005 Giant OCR C3 which necessitated a new fork. I checked with Giant, unfortunately they don't stock old OCR forks. So I just bought a new one, a Ritchey carbon fork. I just got it installed, re-mounted the brake and put on the wheel.

So the brake is not far too long. The pads go down at least a CM below the rim. According to the Giant site the brakes are Long reach calipers.

The other thing that concerns me is that with my wheel/tire combo (Specialized armadillo 25c) there is only a couple mm between the tire and the brake. It seems awful tight.

The reach seems easy to fix, replace with a standard brake. But I am concerned about the tight space between the tire and brake.

So was my old fork longer? Or was it just that the top end was formed differently to hold the brake further away from the tire, necessitating the long reach brakes?

Ok just an update, as it just seems odd. My tire actually just barely rubs the brake. and I am meaning the top of the brake, not the pads. I am guessing I just not going to be able to run 25C tires with this fork?
