Jamis Earth Cruiser Head tube size????

Hey all,
I am building up a ~2002 Jamis Earth Cruiser (fat tire beach cruiser) for my daughter for Xmas and am having trouble fitting a headset on the frame. Jamis website says the head tube is 1 1/8 for the 2006 and 2007 models so I assumed the same for the older one and bought a new headset to match. It is just a little too big to press in. Got an older 1 inch headset from a friend this afternoon and it is too small.

Anyone ever have this problem? Is there a third head tube size used for oddball cruisers and the like? It's a new one on me if that is the case......
