Mounting a 2nd Aheadset to mount lights on

I'm thinking of adding another Aheadset to serve as an accessory bar to mount my lights on. Kinda like this

Your talking about another stem, not another aheadset. The aheadset is the bearings that allow the fork to turn. You will most likely need a new fork with a longer steerer tube in order to accomodate another stem.

To add an extra stem like in your link will require extra steerer length. Fine if you're starting from scratch.

Here's a link to how one fellow used a ViewPoint Spacebar to add some "handlebar" room

Now $10 at Performance

I agree. Having a steer tube that long seems a little dangerous.

I would suggest you visit this page. Not exactly the same situation, but I use two stems, a lower one with short a handlebar section to hold the handlebar bag, and a higher one for the handlebars themselves. The centre headlight is attached to the fork crown and the round one is attached to the v-brake post.
I have updated the headlight installation (and lowered it slightly) here.

As for steerer height, there is no problem, except with a carbon steerer. Basically the lower stem replaces about 40 mm of spacers.
