Poor tire fit on new rims

Poor tire fit on new rims
Folks
I just recently bought a set of new wheels for my tandem because the rear hub has failed and it was time for an upgrade. The new rims are Velocity Dyad laced onto Shimano hubs with 48 spokes.
I removed the tire from the old front wheel and installed it on the new one. The old rim is a Sun CR-18 and the tire (a Vittoria Randonneur 700 x 28) is quite a tight fit on it. The tire will not center on the Velocity rim but is wanting to bulge out and pop off. With enough screwing around I can eventually get the tire almost concentic with the rim so that it will hold pressure but it's not right. The new rim seems to be somewhat smaller in diameter since I notice that I will have to move the brake pads in about 2mm to center them on the wheel brake surface. If I don't move them they will be right up against the outer edge of the rim.
I've never run into this before. Did the old rim 'stretch' the tire so that a new tire will fix the problem? Are the new rims undersized or defective and need to be returned?

The nominal size is 700C with a 622 mm bead seat diameter. Since my initial post, I've made progress by installing some other 700c x 28 tires that I had kicking around and found that they fit fine. The probelm appears to be an incompatibility between the Dyad rim and the Vittoria tire either due to some basic engineering/manufacturing issue or because they were previously mounted and run for quite some number of miles on other rims. I'll try some new Vittoria tires at my LBS this weekend to see if they will work. If not then I suppose I'll have to find a new favorite tire to put on the tandem.
