Is it an issue of compatability? 7/8/9 Speed?

Is it an issue of compatability? 7/8/9 Speed?
A friend of mine has a 2005 (I think) Specialized Allez which has never run smoothly. He is constantly dropping gears on his rear derailer which his mechanic has not been able to remedy. He has been told that the issue is the chain and that the type he needs is not available. This does not seem right to me at all even with my modest mechanical prowess. I'm wondering if it is a compatibility issue of some sort.
This is what he is running....
RD: Tiagra RD-4000 (marked 9sp)
Cassette: 8 speed (21t/24t 32H)
Chain: Sram PC58
Crank: Specialized Triple
Shifter: Sora ST-3300
Im thinking the shifters should be the only compatibility issue but I don't know how to tell if they are 7 or 8 speed, i'm assuming 8 but i'm not sure.

To determine number of brifter speeds, first shift to highest gear (smallest cog), releasing all of the tension on the cable, then remove cable from RD. Now start clicking brifter, counting the number of clicks. If it's not broken, that will tell you how many speeds. 7 clicks = 8 speeds.
Several possibilites as to why it might not be shifting properly (easiest and least expensive first).
1. Cable sticking at BB guide.
2. Cable needs cleaning/replacing/adjusting.
3. RD hanger bent.
4. RD needs cleaning, adjusting, lubing or replacing if worn out or damaged.
5. Replace chain.
6. Cassette needs replacing.
7.Possible problem with brifter, but not likely.

Ill look into these scenarios but i'm curious as he said the issue has been there since it was new. Does the improper chain excuse carry any weight with anyone (I really don't see why he would need some certain chain that happens to be unavailable) or is this just a mechanic-spake for I can't pinpoint the issue?

The SRAM PC58 is an 8 speed chain, so it is not the problem...
If you were running a 9 or 10 speed cassette, then it could be an issue. But, you are not, so it is not.
