how much clearance do you recommend?

i have been wanting some fatter rubber on my old giant roadbike and i measured my clearances. the tight spot is between the chainstays at 36mm. i figure the widest tire i should fit is 28mm. how much clearance would you recommend in general to be safe? are there any road tires out there that run narrow i.e. a 32c that measures at 30?

As a general rule on road bikes 28mm is as wide a tire as you can fit between the brake pads.
