wierd cinelli stem, questions & pictures

I picked up this stem recently, and noticed its a little odd....






I can't figure out if i am missing something, or if it fits some weird bars or what, but because of the lip around the back edge, the handlebars wouldn't even be touched by the tightener... even when all the way engaged....

enlighten me?

Cinelli 1R. Missing internal wedge. Be absolutely sure you have a SNUG-fitting allen key to tighten the locknut with - they are hellishly easy to strip, and equally hard to find.

^^Amen to that. I recently had to switch to a Cinelli 1A because of a stripped out bolt. And that was after a month long search.
