Removing "inner dust cap" on DA front hub

I attempted my first hub disassembly today on a Dura Ace front hub (HB-7700). Easy enough, but I couldn't figure out how to remove the "inner dust cap" that sits in front of the bearings. In a schematic of the hub, that part looks like it is threaded.

The dust cap (actually a labrynth seal) is part of the cone. I don't think it needs any attention during an overhaul other than cleaning.
