Park PCS-10 Stand Ships Assembled and Pre-fitted?

I ordered a PCS-10 Work Stand and it arrived previously opened, pre-assembled, and slight wear marks on the connector tubes. Not trying to sound naive as much as trying to give the company that sold my the WS the benifit of the doubt, is this normal? I emailed a cordial note to the company asking if I had been sent a used unit by mistake. Now, while waiting for their reply, I realize I'm very new to this sport and maybe it is standard procedure to assemble and "check out" the fit before shipping. Anyone else purchase a Park Work Stand in this condition? Thanks.

The box should have arrived factory-sealed. You either got a used or a returned item.

I bought the same PCS-10 from JensonUSA, and it came partially assembled (lots of steps beyond the manual) but I didn't notice any particular wear and tear on the paint.

It's not unusual for Park Tools to come more assembled than expected or according to the manual. I would be more concerned if it looks like it was actually used before.
