V Brakes Worn?

Hi, first post on your forum and as usual I am looking for help

I have a Scott Sportster P3, I just replaced the 700C wheels with new Shimano wheels. With the new rims I treated myself to new pads all round. The levers are Shimano Deore XT Combos and the V brakes are Scott Comp, original and about 4 years old

The problem is that I cannot stop them squealing and I dont think I could lock the back wheel if I tried.

I cleaned the rims before I put them on and rubbed them down with some very fine wet and dry, lightly.
I have tried the toe in toe out suggestions from other threads.
I noticed this morning though there is quite a lot of wear in the V brake themselves with the worst moving on the spindle (front to back) about 2-3mm at the top could this be the source of my problem.

Mind you the squealing does make the cars notice you,

Sorry, should of said as well new Shimano M system inner and outer cables
