What is this part?

Hello, I just bought a new Surly Long Haul Trucker, its not fully assembled, and in the box there was this thing:

Is it the same size as the seat collar? Seat collar with a hanger built-in would be handy if you needed it.

I just tried fitting it on, and it wont fit. So so close, but it wont push down.

it goes on the steer tube and acts as a cable guide/adjuster for the canti brake cable.
never had a bike with canti brakes before... live and learn.

Use it just above the headset. Then you won't need to worry about spacers or readjusting the bearing preload each time you remove or adjust the stem.

That's the cable hanger for running cantis. It fits over the steerer tube between the headset and the stem.
You don't need it if you're running V-brakes.

My cable hanger is black. Look closely at the top of the head tube.
