If you lack a lockring spanner, I've had good luck with a large channel lock wrench on the lockring. Keep in mind that the cup on the drive side is probably left-hand threaded.

Looking at the rust, dynamite might be a good alternative All kidding aside, this is gonna be a tough one. Use some penetrating oil and you may need a hammer to pound on the tool. Don't worry about the bottom bracket. This removal should be sacrificial. You can get a sealed unit for next to nothing to replace it.
