Right Dura Ace Brifter
My right dura ace 7700 brifter (older 9 speed) has stopped functioning. The brake is fine, and the sideways action to shift into a lower gear works fine, but the little lever which shifts up is broken. When I tap it, there is no "click" anymore, nor does it release tension in the cable. I just feel a little resistance "bump" where it should be engaging.
I'm not mechanically inclined enough to take the sucker apart. Does this sound like the mechanism needs complete replacement, or can it be fixed somewhat affordably by the LBS? I could probably get another brifter of eBay pretty cheap, if need be.

Shoot it full of WD40 then try again. Use lots of WD40.
Also, replacing the shift cables and housings may fix the problem.
This is a common problem with STI shifters and there have been many threads on the subject, suggest you search the archives.

While shooting it full of WD-40 is a tried and true solution, I suggest replacing the cable first. I am beginning to see a LOT of newer D/A and Ultegra shifters that are shredding the cables inside the shifter (!!!).
Ya, I know that seems alarming, but it is happenning. The theory where I work is that now you have to thread the cables throught the shifters with angles/bends, while the older shifters allowed you to just poke the cables straight through. We are suggesting to customers with this problem to spend some extra bucks and go for the premium D/A branded shift cables.
I've been seeing some pretty ugly cables come out of those shifters lately, and, in a few cases, getting all of the cable out has not happenned ;-((( I am a Shimano "man" all the way, but those boys in Japan need to get on top of this problem and fix it.
If you have a D/A or Ultegra RD shifter that develops problems, get the cable checked immediately.

Thanks for the advice, guys. I pumped it full of WD40, hoping there was some sort of impediment in there blocking it, but I think the shifter is kaput.
Anyone know of any place to buy older Shimano gear? I'm having trouble finding the 9 speed brifter, and I don't have the wallet to replace everything to 10 speed, right now. PBK doesn't have it.

Try the cable per cascade168's post. Take the cable loose from the rear derailleur, pull it through the short housing at the derailleur. Working the brake lever should pull cable into the shifter. See if you can pull cable back out of the shifter while flipping the small lever.
My 10 year old 9-speed D-A shifters have quit twice and both times I was able to restore them to normal service by replacing cables and housings and flushing out the shifters with WD40. Don't give up too soon.

I just dealt with this on an old Paramount bike that I bought with Shimano 600 Ultregra brifters. The rear wouldn't do anything - and the seller thought it needed to be replaced. I had dealt with this exact issue on several MTB Rapid Fire Plus shifters and decided it must be a similar situation. You can use WD40, PB Blaster - or whatever your favorite spray lube is. Fill the entire thing and maybe even turn the bike upside down so it soaks up into the springs and shifting mechanism. You may even need to let it soak - then do it again and again and again until eventually it should clean out the hard, old grease and start working again. It has never not worked for me - and the Ultegra brifters were no exception. These things are expensive - and the seem to have mostly metal internals so give it a shot.
DO NOT USE BRAKE CLEANER on them because it will melt the paint on the plastic parts. Ask me how I figure this out!

If still no luck then head to eBay for a new shifter. I picked up a pair of 9speed triple Dura Ace shifters in great condition for $170 shipped. This was a great deal, but you gotta look. Lots of beat up ultegra shifters out there for more than what I paid for my Dura Ace pair, just need to sort through all the junk.
The guy I bought mine from was selling a lot of ultegra and Dura Ace shifters in 9 and 10 speed and most were the buy it now option, so you gotta catch them when he lists them for cheap, otherwise some one else surely will beat you to it.
