seatpost collar trouble

i havent gotten my collar yet but ive just been thinking...would the seatpost collar keep the seatpost from twisting and turning ??

The colar is a clamp. It compresses the top of the seat tube (made possible by the vertical slot at the top) which actually retains the seatpost.
