Who makes seatpost tubes ?

I need :

- 4 feet quality seatpost tubes
- 1 feet chassis female tubes (where the seatpost goes into)
- best quality seat post clamps available on the market.

t must be made of steel so that I can weld it.

Does anyone know who fabrics the seat post tubes and what exact steel it is made of ?
Strength is so amazing for so thin tubes.
