is threr a road compatible front der.31.8 clamp size I cant find one anywhere

I do not believe that there are any available top pull road derailleurs. There is however a device called a cyclocross pully that mounts at the base of the seat Tube and turns a top pull cable into a bottom pull. This is because many cyclocross bikes run the cables along the top tube to avoid mud and slush.
