Overinflating right around valve.
Just got a new wheel (finally went ss/track flip), swapped over tube/tire, and its bulging right around the valve stem. Was riding yesterday and it eventually popped the tire out of the rim. So I let some air out and put it up... came back a little while later and it had inflated itself. Really confused.

Deflate the tube and push the valve stem up into the tire, wiggling the stem as you do. The idea is to make sure the root flange of the stem is not outside the tire bead and is fully encased by the tire.

Yeah, it may not have gotten seated well. The valve is just clearing the inside of the rim, so Ive been nervous about messing with it until I get a new tube. No theyre not expensive, but, well... Im at -$13 in my checking account at current moment.

I once got a new road tire from LBS that must have been sitting the wrong way. When the tire was sitting by itself, the rubber was a little mishapen in one part, but the beads seemed straight. Upon inflating, the tire became mishapen and came over the rim. Inflating slowly while focing the tire to stay seated with my hand allowed me to inflate it to a straight position. It's worked ever since.
FIrst, check what was said above to make sure it's not the base of the stem pussing out the tire

1) Base of valve stem is not pulled through
2) Tube is not being pinched anywhere

Problem solved! Yeah, the tube was jammed up around the edges of the tire. Just did a deflate/reseat/inflate. Rides like a dream now! Appreciated!
