Bike finishes

I noticed a post by the fixer in where he had newspaper laminated onto his frame. Any ideas how one would do this? I was thinking polyurethane, or glue and clearcoat. I have a frame I would like to put a similar finish on. If you are reading this Fixer, sorry for not addressing it to you directly.

I'd just use 3M spray-mount to hold the paper on, then go over it with rattle-can laquer in the normal way.
