Jagwire cable

I am about to re-cable my wifes bike. I purchased a Jagwire Hyper Cable Kit. The kit comes with a rubber boot that gets installed just before the RD. I have never seen a rubber boot on a bike. Does it work? Are there problems with them? There seems to be two parts to it but the instructions are not to clear.
Its step #7

I suspect it is there to keep water out of that last bit of housing. I've had my derailleur cables freeze up before after a freezing rain. It kinda sucks. I'm reminded of the Bassworm I read about on Sheldon Brown's glossary.

Since it came with the cable set I'd use it.

I think that it's particularly valuable if you have top tube cable routing. Bikes with top tube cable routing run the rear shift cable down the seat stay and the cable enters that last short piece of cable housing at a near vertical angle. Any water that gfets splashed onto the shift cable will run down the cable right into the cable housing and collect in the low spot.
