Name this Mystery Tool!
Name this tool! The owner of our bike shop inherited the tool in 2006 when he bought the store. It looks like a stripping tool of some sort. Any ideas?

These were fitted with bamboo rods. Generally used to flail recalcitrant novice bikeshop trainees

It's a peacock feather holder. It used to be attached to a stick that should be put in ... well you know where.
