Name this Mystery Tool!

Name this tool! The owner of our bike shop inherited the tool in 2006 when he bought the store. It looks like a stripping tool of some sort. Any ideas?

Markings: No patent number or brand name
Length: 7.75 inches
Material: Seems to be aluminum with blue paint.

It looks like a whisk broom handle that is missing all it's straw or whatever it used as it's fibrous part.
