Selecting the proper fork for my mountain bike frame
I have a Mongoose frame that has a threadless fork stay, 34mm ID (looks like 1 5/16" ID); 4" long.
How do I determine what fork to buy (ebay)? I see listings for 1", 1-1/8", etc?
Also, how do I know what bearing set to purchase?
If the fork doesn't come with the lock-rings or nuts, how do I select these?
Is there an easy way to figure this out; besides having someone do it for me?

You want a 1-1/8" fork.
You'll need a 1-1/8" headset, of the style that matches the fork. Threadless or AheadSet for a fork without threads on the steerer tube.
Threaded headset for a fork with threads.
The headset may come with instructions for installation.
The type of handlebar stem you buy is dependant on the fork you get. Ahead or threadless type stem vs quill type stem for threaded forks.

Yup, and you may want some 1-1/8 spacers to raise and lower the stem to the right height. Headset probably doesn't include any.
The RaceFace is overkill to go with a $20 fork. The FSA is beefy, but a bit heavy.

The fork has no travel, it's rigid.
