Cane Creek S-3 Headset installation rotation problem.
I installed my headset recently. I followed what the paper said and I double checked it here.

Here is my problem. When I do the preload....the stem comes down. I have to put enough pressure so the fork doesn't rock back and forth. I try not to overtighten. Now when I have enough pressure that the fork doesn't move back and forth on the top of the headset... I set the screws on the stem. Torque them to spec. Now when I move the stem from side to side...it feels too hard. I see that the rotation is between the stem and the carbon spacers. The upper cover (6 is the drawing does not move/rotate). If everything is fine I assume the top over is supposed to rotate, but it doesn't budge. I've checked it and re checked it and I've tried greasing the parts. Everything seems to work fine 'til I start to tighten things. Another thing I notice...it looks like the top cover is not coming down on the bearing. LIke if the bearing might be a tad short. I've changed the top for the bottom bearing and nothing. Same thing. Any ideas as to what might be happening?
