Help - Trying To Fit Riser Bars To Cinelli 1E Stem

Arghh!, im at a loss, ive tried using coke can as a shim, tried part of an old 26.2mm seat tube, nothing seems to be working, this latter one did work, until i realised that the centre is bigger, doh!, frustrated.
My problem is that I have a riser bar with a centre of 25.4mm and an old cinelli 1e stem with 26.4mm.
Is there a shim on the market that will help me out or is this a no go, I have seen other racing bikes with quill stems and riser bars, so guess its possible.

You could try something like this: http://www.bikeparts.com/search_resu...p?id=BPC102822

Cinelli made their own handlebar diameter standard and eventually abandoned it. You are probably much better off looking for a standard modern 25.4mm or 25.8mm quill stem (literally millions available) than trying to jury-rig a shim for your oddball stem. Save the Cinelli stem for a vintage road bike project.

That being said, the shim shown above might work.
