Swapping shimano 9 and 10 speed cogs
I have a 12-27 10 speed cassette (race bike) and a 12-25 9 speed cassette (Brevet bike).

I would like to have a 12-25 10 speed cassette and 12-27 9 speed cassette.

Can I just swap the 24 and 27 and the 23 and 25 cog, and keep the spacers the same, even though the cogs are different speeds?

I just realized they're not loose cogs. O well.

Cassettes can be dissassembled and reassembled, at least those who don't use a spindle or a carrier. Haven't tried it myself, but I believe that swapping out the occasional sprocket won't upset shifting performance in any critical amount.

As the OP seems to be aware, the largest 3 cogs of a Shimano 12-25 and 12-27 are riveted together on a common carrier and cannot be used individually if separated. The other cogs are the same and so there is nothing to gain by switching the large cogs.
