Stripping old paint of bike + repaint

Been meaning to get to this project but school has been getting in the way. now I have some time with it.
Have a steel framed 1973 px-10 with fancy nervex lugs planning on repainting and possibly rechroming it.
It has: little spots of rust on the surface of the paint and chrome stays. I was planning to do the oxaylic treament to it first to get the frame clean, and maybe stop internal rust from spreading if there is any. how should I save the decals on the bike if I could, they are original but a little messed up, some scratches and nicks? btw I have bought some extra decals from cyclomondo on ebay. after the oxylic treament I plan to go to a shop and strip it clean. or Should I just bypass the oxylic treatment and just go to the shop to strip it clean; will the shop acid treatment stop the internal rust from forming? this is my first resto and want it to turn out good. btw I plan to repaint it white like the original with black lugs.

ive read oxaylic treatment doesnt hurt decals if you dont want to repaint.

if you want to repaint, you are going to lose the decals and need to use new ones.

If you decide to repaint and dispense with the decals, old factory paint is often a very good base layer and you can apply new paint on top of it. apply oxalyic treatment, and wet-sand the paint job down, and apply oxalic again, wet-sand the paint again, and then paint over it. test in a spot or two first to make sure the new paint (latex, acrylic, etc.) is compatible with the original.
