Mystery ring on vintage Sugino BB spindle

I took the BB off a 19?? Fuji mixte. It has a Sugino 110 BCD double crank.

I used a bunch of PB blaster and grunting to get it off and didn't pay real close attention when the loose balls started to drop out.

I have the tools/ skills to re assemble a loose ball BB, (I have done a Campy before) but there is a ring on each side of the spindle next to the cone that the bearing balls in the cup would rest on. I have not seen this and it looks wrong, like it's not in the right place.

It's rubber, right? It's just a seal. I don't know if it helps, but it doesn't hurt. It's not wrong.

It's metal and it slides back and forth. Not stuck in one place.
Wouldn't the bearings want to rest on the cone and not this metal ring?

Yes, the balls go in the usual place. Just go about your business and pretend the ring isn't there.

Do I remove the ring or let the balls and cup rest on it? It bugs me that it's there. Can you tell?
