brake confusion

On my rear V brake on one of my bikes, when I pedal the wheel hits the pads, but if I spin it there is clearance... Uhhh... what can I do about this? And why is it doing it? Torque when pedaling pulling it or something?

Sounds like your bike bends a bit when you pedal. Not that rare. Just set the pads a little farther from the rims.

Can be a couple of things:
floppy wheel
floppy frame

I was about to put insufficiently tight QR/wheelnut in here too, but couldn't think of any scenario that would let these slide back after going out of position once.
