Seating a tubular tire to minimize wheel hop

I have a pair of tubulars that admittedly are not the highest quality tires, but I was hoping to get some help in how I can better seat them to the wheel to minimize wheel hop.

right now, both front and rear tires have a hop about 2mm around the valve stem area of the tire.

I have checked the wheel and it seems fine on a truing stand (within 1mm) and the high point of the rim does not correspond with the hop in the tire.

The tires: Vittoria Rallye and Vittoria Nuovo Pro RT - both entry level, but overall round without any lumps.

Mounting method I used was Tufo tape and the rim itself is clean of any residue glue.

I mount the tire over the tape and then inflate to 20psi, center/align/true the tire over the tape and then when it looks straight, i peel out the plastic tape backing and then inflate to recommended psi.

this trues the tire and makes it straight, but does little to remove or minimize the hop.

The tufo instructions say that any hop will work itself out after the first mile or so, but I have about 100miles on these and they are still fairly evident.

Am I missing a step?
