SRAM X9 derailleur b-adjustment, spring loaded or not????

i just had to take apart my SRAM X9 rear derailleur.
ive reinstalled it and set the b-adjustment.
i looked at my road bike with shimano derailleur and found the b-adjustment is spring loaded.

should the X9 on my MTB be spring loaded like on my road bike or is it suppost to be rigid??
