low stop screw rear derailleur problem?

as the title says, I'm new to all this and removed my chain today to clean it all up, and adjusted the High limit to fix some shifting issues I was having.

now with the chain all the way towards the wheel i down shift and nothing happens...down shift again and it skips a gear, it doesn't seem to matter which way I turn the Low stop limit screw in either direction it still won't drop that first cog.

I was using this video as instruction...and followed it 100%

anyone care to let me know what I'm doing wrong? I'm sure its simple.

its shimano 10 speed ultegra/105.

oh and what is the screw that is right ABOVE the limit screw adjustments?
