Quick (stupid) question
I would've searched, but I (obviously) don't know any appropriate terminology.
Adjacent to the rear hub, opposite the cassette there's a rubber thingy that seals the inside of the hub. Generally, it spins at (about) half the speed of the wheel. Is it supposed to be still, the same speed as the hub, or how it is now?
And while i'm at it, I was only looking into this because there's a rubbing/grinding noise coming from the hub that gradually gets louder as I accumulate distance. (I have to ride a half mile before I can hear it). It started the day I rode 13 miles with a pretty heavy pannier on the cassette side, if that has anything to do with anything.

Is this a cup-and-cone hub? If so, that's probably the dust cap, which should be still. If it's a sealed-bearing hub, then it should be moving with the hub. Pics would make it easier to tell what it is.
Whatever the result, you'll probably need to service this wheel (clean, check, and repack bearings).

The OP mentioned rubber, so I am going to guess it is the rubber hub seal (boot), whatever ya call it. Yes, they spin a bit, no big deal.
Is this it on the left side of this example?
