how can i slip it back on? i was thinking air but i have the one end cut off because a mirror is installed

Little soap and water, when dry, a shot or two of hair spray to keep it on.

Stick a 2mm allen key or something cylindrical and small and open up a gap. Pour rubbing alcohol in there and run the thing 360. Should slide off in 0.5 seconds.

Hair spray it back on.

Use air any way. Just blow it under the edge of the grip and you should be able to move it around at will. Once you get it moving, take it off, clean it inside with soapy water and rinse it well and dry it. Clean and dry the handle bar. Start the grip back onto the handlebar and then hit the edge of the grip with air again. Move the grip to the desired location.
Be sure the air you use is dry and oil free.
